Milwaukee Impact Drivers
Milwaukee sells impact drivers on two battery platforms, M12 and M18, in standard and hydraulic designs. This guide explains the lineup and which model fits which buyer.

For most buyers the best Milwaukee impact driver is the M18 FUEL 2953: 2,000 in-lbs, 4-Mode Drive Control and a 4.47-inch body. If you want a lighter tool for indoor work, the M12 FUEL 3453 (1,500 in-lbs) is the best-known 12V impact. Choose a SURGE hydraulic model if noise matters more than peak torque. Stick with whichever platform, M12 or M18, you already own batteries for.

Milwaukee's impact driver lineup
Milwaukee builds 1/4-inch hex impact drivers on two separate battery platforms:
- M18: 18V tools for heavy fastening, decks, framing and general construction.
- M12: 12V tools that are much lighter, built for trades such as electrical, plumbing, HVAC and cabinetry, and for most indoor DIY.
Within each platform there are tiers. FUEL is the top performance tier. SURGE models use a hydraulic drive for quiet operation. Standard brushless and older brushed models sit below FUEL at lower prices.
| Model | Platform | Rated torque | Notes |
|---|---|---|---|
| M18 FUEL 2953 | M18 | 2,000 in-lbs | 0-3,900 RPM, 0-4,400 IPM, 4.47 in, 4-Mode Drive Control |
| M18 Compact Brushless 3650 | M18 | 1,700 in-lbs | Lower-cost brushless; fewer features than FUEL |
| M18 FUEL SURGE | M18 | Lower (hydraulic) | Much quieter; smoother; less peak torque |
| M12 FUEL 3453 | M12 | 1,500 in-lbs | Brushless; very compact and light |
| M12 FUEL SURGE | M12 | Lower (hydraulic) | Quiet 12V option for finish and cabinet work |

Which Milwaukee impact driver should you buy?
Buy the M18 FUEL 2953 if...
- You build decks, fences, pergolas or framing, or drive structural screws and lags
- You want one impact driver that handles everything
- You already own M18 batteries, or plan to buy other M18 tools (saws, grinders, outdoor tools)
Buy the M12 FUEL 3453 if...
- Most of your work is indoors: cabinets, electrical boxes, strut, HVAC, furniture and fixtures
- You work overhead or all day, and weight matters
- You want a small second impact alongside an M18 kit
Buy a SURGE model if...
- You install cabinets or trim in occupied homes and noise is a problem
- You drive hundreds of medium screws a day and want less vibration

- 2,000 in-lbs
- Speed
- 0-3,900 RPM
- Impacts
- 0-4,400 IPM
- Length
- 4.47 in

1,500 in-lbs at a fraction of the weight of an 18V tool.
Understanding 4-Mode Drive Control
Milwaukee's M18 FUEL impact uses a button to cycle through four modes. Three are speed and power levels. The fourth is a self-tapping screw mode, which drives at speed until the screw breaks through sheet metal and then slows down so it does not strip the threads it just cut. If you drive self-drilling screws into steel studs or metal roofing, this mode alone is a good reason to choose the 2953. General guidance on modes is in impact driver speed settings.
Batteries: which pack to use
Battery choice changes how a Milwaukee impact driver feels as much as the tool does:
- M18 compact packs (CP 2.0 to 3.0 Ah): the best balance for an impact driver. They are light, short and plenty for most sessions.
- M18 XC 5.0 Ah and larger: longer runtime for decking or lag-heavy days, with more weight and a taller stack.
- HIGH OUTPUT and FORGE packs: deliver more current, which helps high-draw tools most. On an impact driver the benefit is smaller, though the compact versions stay a good match.
- M12 2.0 Ah: the classic M12 impact pairing. 4.0 Ah and larger packs add runtime but make the tool bottom-heavy.
See the M18 battery guide for pack-by-pack details.
Bare tool or kit?
If you own two compatible batteries and a charger, buy the -20 bare tool. If you are new to the platform, a kit (-22 includes two batteries and a charger) or a drill and impact combo kit is usually far cheaper than buying batteries separately. Milwaukee and retailers also run frequent free-battery promotions. See bare tool vs kit and impact driver deals.
How Milwaukee compares
- vs DeWalt: the 2953 has a higher torque rating and 4-Mode control. DeWalt's DCF850 is shorter. See Milwaukee vs DeWalt.
- vs Makita: Makita offers more speed modes and is known for ergonomics. Milwaukee has more torque and a broader trade platform. See Milwaukee vs Makita.
- vs Ryobi: Ryobi's PBLID02 claims higher torque at a lower price, while Milwaukee is more compact and has a longer warranty. See Ryobi vs Milwaukee.
Verdict
The M18 FUEL 2953 is the Milwaukee impact driver to buy if you want one tool that does everything. The M12 FUEL 3453 is the smarter choice for indoor trades and anyone who values light weight. Either way, the platform you commit to matters more than the tool, so pick the one whose other tools you will actually use.
Frequently asked questions
Which Milwaukee impact driver is the best?
The M18 FUEL 2953 for most users, because it has the highest torque rating in Milwaukee's 1/4-inch hex lineup and 4-Mode Drive Control. The M12 FUEL 3453 is best if weight and size matter more than raw power.
Do M12 batteries fit M18 tools?
No. M12 and M18 are separate platforms with different battery shapes and voltages. Each has its own chargers, although Milwaukee sells dual-platform chargers.
What does FUEL mean on Milwaukee tools?
FUEL is Milwaukee's top performance tier. It combines a POWERSTATE brushless motor, REDLINK PLUS electronics and REDLITHIUM batteries. Non-FUEL brushless and brushed models cost less and deliver less output.
What warranty do Milwaukee impact drivers have?
Milwaukee lists a 5-year limited warranty on most M12 and M18 power tools, with separate terms for batteries. Check the current terms on Milwaukee's site for your exact model.
Is the Milwaukee SURGE better than a regular impact driver?
It is quieter and smoother, not stronger. SURGE models use a hydraulic pulse mechanism that significantly reduces noise and vibration, but with lower peak torque. They are ideal for interior and repetitive light-to-medium fastening.
